About Company
The Pinellas Ex-Offender Reentry Coalition (PERC) has served justice-involved individuals for nearly 30 years through advocacy, case management, workforce development, and housing support. Founded as a grassroots coalition, PERC continues to host monthly meetings for providers to collaborate and share resources that benefit reentry clients across the Tampa Bay region. With offices in Pinellas, Pasco, and now Manatee County, PERC has supported statewide reentry efforts and advised communities nationwide through partnerships with the Council of State Governments and the National Association of Drug Court Professionals.
PERC offers intensive case management that includes employment assistance, transitional housing, mental health and substance use referrals, education, and life skills. Services begin pre-release and continue post-release, with customized plans that adjust over time. PERC is a licensed outpatient substance abuse provider and offers classes in life skills, anger management, and decision-making.

• Second Chance Tiny Homes Training Program
• Empowering People Program, funded by the Second Chance Act
• St. Pete HUB in conjunction with Gulf coast Jewish and Family Services
• Outpatient Substance Abuse- Pinellas, Pasco County, and Manatee Counties
• Veterans Housing Program
• Employment Assistance
• IDEA Pinellas, the county’s sole harm reduction initiative
PERC is a founding partner of the Social Services and Trauma Hub and is preparing to expand IDEA countywide and break ground on a Tiny Homes Village for Veterans, First Responders, and essential workers.
